The Ministry of Social Justice and Empowerment with the Government of Odisha has been planning for the growth and betterment of the minor communities in every field. They dream of building a society where everyone lives with equality and with the opportunity of fulfilling their basic needs. This improvement in society will bring change and for the best it hoped for it to make people respectful among each other.
This scheme provides a gateway to end illiteracy by providing basic educational needs to students of communities who are often left behind others. This scheme aims to support and empower targeted groups through different programmes,educational and economic development. The ministry implements various Central Sector and centrally Sponsored Schemes (CS/CSS) for groups like other backward class, scheduled caste, scheduled tribes, etc.
As per NSSO (2009-10) 66thRound,the estimated population of OBCs is 41.7% as opposed to 16.6% of SC population, as per 2011 National Census. As per surveys it has been determined that the 21.9% of the OBCs are below poverty line.
About
The Odisha Pre Matric Scholarship is an initiative by the Centrally Sponsored scheme of the Ministry of social Justice and Empowerment for the relatively weaker section of the society by helping them with educational opportunities. It has been observed over the years that the number of dropouts has been high In the pre matric educational area and the majority of them are from weaker sections of society. To empower and strengthen the society with a vision of promoting literacy among all,this scholarship provide monetary support to the pre matric students belonging to OBC, SC and ST categories.
Objective
Apart from all the planning and implementation, the main objective of this scheme is to promote literacy and help those who can’t help themselves. This scholarship has been implemented to encourage school education among SC/ST/OBC/EBC/SEBC upto class 10th since they face many difficulties and often end up leaving basic education. The scholarship aims to provide financial support by covering their educational expenses and also to providing them basic living facilities.
The other objective is to promote equity by filling the gap between the marginalized communities and general population which provoke a sense of respect among the people. Since education plays a crucial role in one’s success in life, this initiative by the government will improve the overall population in terms of living.

Eligibility Criteria for SC Students
The eligibility criteria for the SC students under this scheme is listed below;
- The student must belong to the SC community of Odisha.
- Student must be permanent resident of Odisha
- The student must attend school regularly and should be in class 9 or class 10
- The annual income of the family should not exceed Rs.2.5 lakhs
- The student should be be enrolled in any other state schemes.
- The student’s attendance must be 75%.
- The student should be studying in a recognized institution of odisha.
- Student must have a bank account details for the money to be credited
Eligibility Criteria For ST Students
Eligibility criteria for the ST students under this scheme is listed below;
- The student must belong to the ST Community of Odisha
- The student must be permanent resident of Odisha.
- The attendance should be above 75% to avail the benefits of this scheme.
- Student must be studying in recognized institution of Odisha.
- The annual income of the family should not exceed Rs2.5 lakhs
- The student should not be the part of any other schemes by the government.
- The student should have a bank account for money to be credited.
Eligibility Criteria For OBC Students
The eligibility criteria for the OBC Students are as follows;
- The student must be the permanent resident of Odisha
- Student should be studying in well recognized institution of odisha to avail the benefits of this scheme.
- The student must belong to the OBC community of Odisha
- The student should be regular in school and have atleast 75% of attendance
- The family income should be below Rs.2.5 lakhs.
- If student manages to fail somehow, he/she will not be able to renew the scheme.
